If an individual's drinking causes problems in their life or work and they continue to drink in spite of these problems - then this person is an alcoholic.
It is that simple.
Example: If the Chief of police of Atlanta - a 24/7 job - cannot be counted on to be sober after 8 or 9 pm to respond to calls from his police force - then this chief would be an alcoholic. His/her drinking would clearly be affecting their job and causing problems.
