The information below is alleged to be true through numerous sources over at least a two year period. This information has been printed and/or referred to multiple times with no denials. It has even been referred to it as "Captain Bob Hughes Gate."
Why the hire of Hughes? In my opinion, Leighton has to hire somebody nearly as dirty as him. It is truly a gang mentality where initiation into the club is contingent upon past dirty deeds.
WHY ARE LAG CARS DEEMED TO BE STOLEN? Because Glodzik price gauged everyone who was towed (unless it was his "friend" or a cop). Retaining cars based on an illegal activity is theft. This is how LAG built his inventory. His lot was overflowing.

Therefore Hughes had to have sold stolen cars if they came from LAG. I wonder if he sold any cars that he personally had towed?
Bear in mind former WB chief Gerard Dessoye had a secretary named Barbara Smith. Her husband (Don Smith; aka "Wacker") managed LAG Towing for years. As you know, Gerard Dessoye violated the towing contract by
1) Not keeping "reasonable rates" as written in contract
2) Not maintaining any records (Dessoye: "It is not my business how much money LAG makes")
This laid the groundwork for an amazing amount of ill advised and/or illegal activity.
- Illegal loaner cars (I view them as bribes)
- Cars used for fraudulent loans
- Cars sold or scrapped?
- The alleged AMAZING conflict where (now acting) Chief Hughes had the power to tow cars on one end and sell them on the other end.
