MOTIVE?   LEIGHTON WISHES KELLY TO WATER DOWN THE FIELD AND IMPROVE LEIGHTON'S CHANCES AS THE INCUMBENT.

... GEORGE BROWN STILL MAY ENTER THE RACE AND "TAKE A BULLET FOR LEIGHTON."

WHY MAY KELLY BE PLANT?

1) He is reportedly good friends with:
- Bill Brace... Convicted felon and a political insider. His wife is/was on the credit union board (where Manager Payne killed himself and where indictments were handed out).

2) He is reportedly neighbors with George Brown... City Councilman who took two years to vote against LAG Towing.

3) He has been completely silent for years on WB corruption. I have beem involved for 3 1/2 years and I never heard of him. It is very curious that he now comes forth.

4) He wants to start "neighborhood clean-ups" which Betsy Summers has been doing for years. Kelly is out of touch.

5) Why would a 66 year old, never elected, drinking, portly Irish man (who is not Leighton) wish to run for office now? Is this the result of a bar bet... or something much more sinister?

6) He plans to raise no money and will not campaign. From Citizens Voice: "He promised that his campaign will not hold fund-raising dinners and will not bother people in their homes with door-to-door campaigning."

7) He has no plan. From Citizens Voice: "Kelly said he’d have to wait until taking office to see how many officers the city should have." That's comforting.

8) IN THE CATEGORY OF... HOW MUCH WERE YOUR DRINKING WHEN YOU SAID THIS?:  .From Citizens Voice: "He said the administration should encourage people to bequeath money to the city as one way to help its balance sheet." 

This bears repeating... his plan is to have city residents leave money in their will for Wilkes-Barre's balance sheet!!!!!!!!!!!!!  Not for family, not for schools, not for charities... but to the city of W-B!!!!!!

9) He announced this "very serious" candidacy... no surprise in W-B... from a corner bar!! With about 7 other drinkers present.

10) DESIGNED MISCHIEF: From Citizen's Voice: "Kelly said he would investigate a possible write-in campaign on the Republican line."  THE ONLY TRUE REASON FOR THIS MEASURE IS TO DISRUPT FRANK SORICK'S CAMPAIGN (THE ONLY BONA FIDE REPUBLICAN)

Remember... anything is possible here. Leighton is the one who hid a million dollar gift to the city and made the city gas pump his "family pump"... in addition to his involvement to LAG Towing and the federal raid on Sherman Hills.

He may be giving Kelly cash to run because, as you can see above, Kelly has absolutely no business running for Mayor.

If the law is exercised fairly (and I hope it is)... Leighton should be spending double-digit years in prison for racketeering. He is an alcoholic and a very desparate man. Don't count out anything.
